Poor response by LIC, likely fraudulent

Dear Sir,

I hold a policy of LIC with policy no: 4979468885 started from 15/10/2009 in the name of Vivek Bajaj at Uttarpara, Howrah branch with Branch code as 436.
Now i have discontinued payments of premium and I wished to surrender the policy, when the policy was started my agent "Mr. Sushil Prasad" told me that policy copy will be couriered to your address which never happened, then i got transfered from Kolkata to Faridabad and I never received the policy copy.

Now LIC is asking me to submit the policy copy and are not issuing the duplicate one also, even fro transferring the policy they are asking for policy copy, my agent was a big fraud and now he is not attending calls and not replying to mails.

I urgently need money for my mother's treatment which I communicated to him also.
Please help me in this regard, how can i get the surrender amount of my policy.
