ICICI Bank: Chip Enabled Debit card re-issue

Hi,

I am from Delhi NCR Area. I have 2 Debit cards on my ICICI Bank Saving account for primary and secondary card holders. Both the cards are chip enabled.
My card (primary holder) was broken few days back, so I thought to request a new one. But customer care representative said that my next card will not be chip enabled and if I want a chip enabled card, i need to request for ICICI Coral Debit Card whose yearly fee is 499/- (plus taxes). It is too costly!!

Can you clarify why I can not get same chip enabled debit card again while my existing card is chip enabled?
