reliance gsm cheated

i am long user of reliance gsm 8882236215 but from some time iam getting problem so i want to change my number to other network
for that i send request for portability
but i got call from reliance that if i don't change my network then my call rate for std and local both will be 30 paise per min
but only local call rate is active
please look in this matter otherwise i will change my network
