No Proper service provided and now threatning to pay the bill for the month by Reliance broadband

Respected Sir,

I would like to lodge a complaint against Reliance broadband. The consumer number for the reliance broad band 9382369223.
Here is the scenario

For the month of June, July 2016. There was no proper service from Reliance. I made couple of complaint to there service centre and launch compliant also visited there center in Ambattur Chennai couple of time. Also I would like to bring to your notice that they do not provide a reference number, by which the complaint can be tracked.
When ask for reference number, They say we are migrating to 4G and we are aware of the issue and team in the backend is working. Most of the time there was no network.
If you check my records I am prompt payer of my bill and on time. For two months I had to suffer for not having proper internet connect, even after complaining there was no improvement in the service, then I had to do a stopped of payment. They never contact me with reference to the service they never update when the service will be available. Now Since I am not paying my bill I am getting a call every week asking me to pay and when I ask why should I pay when there was no service provide. They say that is not there job to find. I get threatening SMS that will take legal action almost everyday.

My concern is when there is no proper service provide for two months why should I pay.

Please help me in this regard
