Cooperative Housing Society Committee Members not giving services as designated to them

Dear Sir/Ma'am,

I am a resident of a cooperative society in Airoli, Navi Mumbai.
As many of us would be staying in buildings which are registered cooperative housing societies. These cooperative housing societies are governed under the Cooperative Act & Rules and the Society needs to be run by some Bye-Laws to respective cooperative society.

Our Society is registered under Maharashtra Cooperative Societies Act, 1960 & Rules 1961. This act provides respective bye-laws to various cooperative society, one being the Cooperative Housing Society. As per these bye-laws, the ownership of maintaining the overall health of the structure of the buildings in the society is the responsibility of the Managing Committee. All external repairs need to be undertaken by the committee by seeking appropriate funds from the members of the society after passing it the Annual General Body Meeting.
Here in our society the Managing Committee has been ignorant to leakages to the building and the same was making our life miserable as there was water dripping in from all parts of the house as it is on the top floor. Even after repeated letters to the Managing Committee and the Registrar of Cooperative Societies there was no response from the Managing Committee. With no option left we had to make the repairs to the terrace by our expenses. Now the Registrar has agreed that it was the duty of the Managing Committee and have instructed them to intervene. But as far as the past expenses they have asked us to approach the Consumer Court.

The amount is around Rs. 73,000/- + applicable interest for roughly 2 years + internal damages to the furniture and other aspects + the days lost/invested in this process + Mental Harassment.

Requesting you to kindly guide as to what can be done in this case.
1. Is approaching the Consumer Court the right thing or any other court could try this case, if so then which court ?
2. How to file the suit in Consumer Court (Jurisdiction - Thane District, Maharashtra)
3. How much to be claimed for Mental Harassment for 5 years ?
4. How much would be the cost incurred to fight this case ?
